At the invitation of Russian Foreign Minister Sergey Lavrov, Foreign Minister Wang Yi will visit Russia from March 10 to 11.

应俄罗斯联邦外交部长拉夫罗夫邀请，外交部长王毅将于3月10日至11日访问俄罗斯。

Q: The US plans to base long-range bombers in Australia for the freedom of navigation and over-flight in the South China Sea. What is your response to that? Do you think that may create more tensions?

问：美国计划在澳大利亚部署远程轰炸机，以维护在南海的航行和飞越自由。你对此有何回应？是否认为此举将加剧地区紧张？

A: We are concerned about the relevant report. Peace, cooperation and development has become a major trend of the region that all people are aspiring for. Cooperation between relevant countries should focus on safeguarding regional peace, stability and development. Any bilateral cooperation must not jeopardize a third party's interests.

答：我们对有关报道表示关切。当前，求和平、谋合作、促发展已经是本地区大势所趋、人心所向。有关国家之间的合作应着眼于维护地区和平、稳定和发展。任何双边合作不应损害第三方利益。

 

Q: The US has reportedly done a secret poll about the lease of the Darwin Port awarded to the Chinese firm. The result of the poll shows that 9 out of 10 Australians were suspicious about that on national security grounds. What is your reaction to that?

问：美国在澳大利亚进行的秘密民调结果表明，约90%澳民众对中方租用达尔文港感到疑虑，认为可能会影响国家安全。你对此有何回应？

A: It is not necessary for the Australian public to be so suspicious about that. The economic cooperation and trade between China and Australia highlights the great opportunities offered by China's development to Australia. The Chinese side is ready to enhance mutually beneficial cooperation with the Australian side in a bid to realize common development and common prosperity. Relevant operations by Chinese companies in Australia are normal business operations following market rules, international conventions as well as domestic laws of Australia. They have created enormous benefits for the two sides and are thus welcomed by the Australian government and people. We hope that people from all sectors of Australia would be objective about cooperation between Chinese companies and the Australian side. We noted that Prime Minister Malcolm Turnbull had made a statement on the poll, indicating that Australian defense and security officials do not think that the cooperation poses any threat to the national interests of Australia.

答：我认为，澳大利亚公众大可不必对中国企业租用达尔文港保持这样的疑虑。中澳经贸合作充分彰显了中国发展为澳大利亚提供的重要机遇。中方愿同澳方加强互利合作，实现共同发展、共同繁荣。中国企业在澳大利亚开展有关经营，是在尊重市场原则、国际规则和澳国内法律基础上进行的的正常商业运作，给两国带来巨大利益，也受到澳政府和人民欢迎。希望澳各界客观、理性看待中国企业与澳方的合作。我也注意到，针对相关民调，特恩布尔总理已表示，澳国防和安全官员认为该合作不对澳国家利益构成威胁。

Q: It is reported that China is implementing the Security Council Resolution on the DPRK and will forbid the entry of DPRK ships starting from March 10. Can you update us on China's implementation of the resolution?

问：据报道，中国正在执行安理会涉朝鲜决议，自3月10日起禁止朝船只驶入中国港口。你能否介绍中国执行安理会有关决议的具体情况？

A: Resolution 2270 has been adopted by the UN Security Council. As a permanent member of the Security Council and a responsible country, we always fully and earnestly implement relevant resolutions of the Security Council. This time is no exception.

答：联合国安理会已经通过涉朝鲜的第2270号决议。中国作为安理会常任理事国和国际社会负责任的一员，一贯严格执行安理会相关决议。这次我们也将全面、认真地执行相关决议。

I also wish to point out that Resolution 2270 not just contains sanctions; it also asks the parties to restart the Six-Party Talks, solve problems through dialogues and negotiations and uphold peace and stability of the Korean Peninsula. We hope that the resolution would be implemented in its entirety in a balanced way.

同时，我要强调，安理会第2270号决议不仅涉及对朝制裁，还重申呼吁各方重启六方会谈，通过对话和谈判解决有关问题，维护半岛和平稳定。希望有关各方全面、平衡地执行这一决议。

Q: Photos released by the DPRK several days ago showed that the DPRK is using Chinese made trucks in its new mobile artillery system. What is China's response to this?

问：朝鲜近日公布的照片显示，其多管火箭系统使用了中国制造的重型卡车。你对此有何回应？

A: The Chinese side faithfully implements relevant resolutions of the Security Council and fulfills its international obligations. We will retain tight control over items prohibited by the Security Council resolutions.

答：中方一贯认真执行安理会相关决议，切实履行相应国际责任。对安理会决议禁止的物项，中方将继续严加管控。

Q: What are the main topics that Foreign Minister Wang Yi wants to discuss with the Russian Foreign Minister during his upcoming visit?

问：王毅外长与俄罗斯外长会见时将探讨哪些议题？

A: The two foreign ministers will have in-depth discussions on the current China-Russia relations for further advancement at a high level. As the international situation is changing profoundly, the two foreign ministers will also exchange views on international and regional issues of common interest in a bid to promote strategic coordination and safeguard regional and international peace, security and stability.

答：两国外长将就当前中俄关系进行深入沟通，推动两国关系在高水平上进一步向前发展。当前国际形势深刻变化，两国外长还将就双方共同关心的国际和地区问题深入交换意见，推进两国战略协作，维护国际和地区和平、安全与稳定。

Q: Foreign Minister Wang Yi spoke by phone with US Secretary of State John Kerry today about the situation on the Korean Peninsula. Can you provide more details and were any other topics discussed?

A: This morning, Foreign Minister Wang Yi spoke by phone with US Secretary of State Kerry about the bilateral relationship and the current situation on the Korean Peninsula.

答：今天上午，王毅外长与美国国务卿克里通电话，双方就中美关系和当前朝鲜半岛局势交换了意见。

Foreign Minister Wang Yi pointed out that the situation on the Peninsula is highly charged. It calls on all parties to keep calm, exercise restraint and avoid provoking each other.

王毅外长指出，当前朝鲜半岛局势十分紧张。在这样的形势下，各方应保持冷静克制，避免相互刺激。

Foreign Minister Wang Yi also stressed that when dealing with the current situation on the Peninsula, China's reasonable and legitimate strategic security concerns and interests must not be damaged.

王毅外长强调，在应对当前朝鲜半岛局势这一背景下，中国的合理、正当战略安全关切和利益不得受到损害。

Q: Yesterday, the ROK announced its unilateral sanctions against the DPRK. Does China have any comment on that?

问：韩国8日宣布对朝鲜进行单边制裁，你对此有何回应？

A: China will fully and faithfully follow Resolution 2270 which has been adopted by the UN Security Council. The Chinese side does not believe that unilateral sanctions could solve the problem. Relevant sanctions must not impair the legitimate interests of China. The current situation on the Peninsula is complex and sensitive. It is hoped that all parties would act with prudence, stay cool-headed and refrain from aggravating tensions.

答：联合国安理会第2270号决议日前已经通过，中方将全面、严格执行这一决议。同时，中方认为，单边制裁不是解决问题的办法，有关单边制裁也不应损害中方正当利益。在当前朝鲜半岛复杂敏感的形势下，希望有关各方慎重、冷静应对，不使局势紧张升级。

Q: A cargo ship from the DPRK was reportedly refused access to the port of Rizhao in Shandong province. Is that a practice of implementing the new resolution against the DPRK? Will that also apply to other cargo ships from the DPRK?

问：据报道，一艘来自朝鲜的货船被禁止进入中国山东日照港。这是不是中方执行安理会涉朝决议的举措？中方是否将对所有朝货船采取同样做法？

A: I am not aware of the specifics. As I just said, the Chinese side will fully and faithfully follow UN Resolution 2270.

答：我不了解具体情况。但正如我刚才指出的，中方将全面、严格执行联合国第2270号决议。

Q: The DPRK's supreme leader Kim Jong Un said the country has miniaturized nuclear warheads to be mounted on ballistic missiles. What is China's response to this?

问：朝鲜最高领导人金正恩称，朝已经成功将核弹头小型化，以搭载在弹道导弹上。中方对此有何回应？

A: China holds a clear stance on the nuclear issue on the Peninsula. We stay committed to promoting and realizing denuclearization and maintaining peace and stability on the Peninsula. We maintain that disputes should be resolved through dialogues and negotiations. It is hoped that under the current circumstances, more efforts would be made to uphold peace and stability on the Peninsula.

答：中方在半岛核问题上的立场是非常明确的。我们坚定不移致力于推进并实现朝鲜半岛无核化，致力于维护半岛和平稳定，致力于通过对话谈判解决有关问题。希望在当前形势下，各方多做有利于半岛和平稳定的事情。

Q: The international investigation team probing Malaysia Airlines flight MH 370 released an interim statement on March 8, saying that the team is still working on areas leading to the accident. Malaysian Prime Minister Najib Abdul Razak stated on the same day that the current search operation is expected to be completed later this year, and that if the Indian Ocean search fails, Malaysia, Australia and China will meet to determine the way forward. What is China's comment on the interim statement and developments of the investigation and the search? 

问：3月8日，马航MH370客机国际调查组发布中期声明称，小组仍在对导致客机失事领域进行研究。同日，马来西亚总理纳吉布发表声明称，搜寻行动将于今年晚些时候结束，如在印度洋搜索失败，马、澳、中将商讨决定下步行动。中方对该中期声明及调查进展有何评论？如何评价马航搜寻工作进展？

A: Ever since the accident took place, the Chinese side has been cooperating with Malaysia, Australia and other relevant parties through close communication in the search for the aircraft and the investigation in the accident. The Chinese side has noted the second interim statement released by the international investigation team on March 8, and hopes that the team will continue with the probe with all-out efforts and find out the cause of the accident so as to give a responsible answer to relatives of passengers aboard.

答：马航客机事件发生以来，中方与马来西亚、澳大利亚等各有关方密切沟通配合，积极参与客机搜寻与事件调查工作。中方注意到3月8日国际调查组发布的第二次中期声明，希望国际调查组继续全力开展事件调查，查明事件原因，给机上所有人员的家属一个负责任的结论。

The Australia-led deep water search is still going on. This January, the Chinese government sent a specialized ship to the Southern Indian Ocean to join the search operation. The Chinese side will stay in communication and cooperation with countries related in the search mission.

目前，由澳大利亚主导的深水搜寻工作仍在进行中。今年1月，中国政府派遣一艘专业船只赴南印度洋任务海域参与搜寻。中方将与有关国家就搜寻工作继续保持密切沟通与合作。
