教育部第一批公布的10个国家院校汇总

塞浦路斯高等教育分公立与私立两种。
塞浦路斯大学(University of Cyprus)是全国唯一的一所公立大学，主要以希腊语授课，以招收本国学生为主，只招收少量外国学生。外国学生入学需通过严格考试。
塞浦路斯多数私立高等学校以专科教育为主（学制两年），少数有本科教育（学制四年）。其中部分私立高等学校以招收外国学生为主，有的全为外国学生。塞浦路斯私立高等学校的办学规模、质量不一。2000年,塞浦路斯成立了“教育评估与质量鉴定委员会”，开始对私立学校所设专业进行评估。
根据塞浦路斯法规，禁止外国留学生打工，违反者将被遣返。

教育部认可的荷兰大学名单

　　一、基本情况

　　荷兰的高等教育机构包括研究型大学、高等专业教育学院、国际教育机构。研究型大学, 通常称为University, 共13所，以教学和科研为主。
　　高等专业教育学院, 通常称为Hogeschool或University of Professional education, 以培养应用型人才为主，学生经四年的专业学习，可取得学士学位。一些高等专业教育学院还设置硕士学位课程，一般使用英语授课，学制一年左右，国外申请者一般要求具有学士学位或相当水平的学位。
　　国际教育研究机构，通常称为 International Education Institute，招生对象主要为外国学生，一般用英语授课，主要开设硕士研究生课程，学习期限为一至两年。要求申请者具有学士学位或同等学历。有些国际教育机构与荷兰的大学合作，为获得硕士学位后的学生提供继续攻读博士学位的机会。
　　荷兰对外国学生入学通常都要求具备良好的英文基础。荷兰的英语语言中心很少，学费比较昂贵。外国学生也可以先攻读荷兰语，然后选择以荷兰语开设的课程。
　　经批准，外国学生在荷兰学习期间可以有条件打工，在当年9月到次年6月上课期间，学生每周打工时间不得超过10小时。

　　一、基本情况

　　爱尔兰国家教育主管部门为爱尔兰教育科学部。大学（University）享有高度自治，其它高等教育机构则由爱尔兰教育科学部所属高等教育及培训授予委员会（The Higher Education and Training Awards Council，简称HETAC）负责监督，所颁发的文凭亦须经该机构认可。
　　爱尔兰的语言学校一般都具有招收外国留学生的资格，大多以招收外国学生为主，有的学校主要招收中国学生。

　　一、基本情况

　　马来西亚以国家教育为主体，公立教育与私立教育并存。马来西亚现有15所公立大学,这些公立大学一般不招收国外自费留学生。
　　马来西亚的私立院校一般采用引进西方高等学校课程，开设学分转移和双联课程，以招收本国学生为主，同时也招收外国学生，部分学校以招收中国学生为主。一些国家的高等院校在马来西亚开办的分校也属于马来西亚私立院校的一种类型。

教育部认可的南非大学名单

　　一、基本情况

　　南非高等教育机构经过调整和并校后，现有23所大学和理工学院以及109所教育学院（主要包括教师培训学院、农业和护理学校）。大学和理工学院均为南非国家教育主管部门认可的国立高等院校，可以颁发学士学位及以上的文凭证书。
　　南非质量认证机构（The South African Qualification Authority, SAQA）负责用南非的国家标准对来自海外的教育文凭和教育资格进行认证。外国学生的国内文凭和学分必须经SAQA的认证和评估，大学以SAQA的认证和评估结果作为录取依据。
　　南非大学没有预科课程，对来自非英语国家的学生,学校一般在入学前进行语言培训。
　　南非政府规定，高中毕业可以申请去南非留学，大多数学校不要求语言成绩。但以学习英文为由赴南非的留学生，其学习签证一般不能延长，也不能转到南非的大学和理工学院去学习。
　　根据南非的法律，不允许外国学生打工。
